JATC Curriculum Coordinator Dan Mitchell has been appointed by Governor Wolf to serve on the State Board of Crane Operators. (April 21, 2021)

Congratulations, Dan Mitchell!

Local 542 Business Manager Bob Heenan and Assistant Business Manager and President Jim Reilley, as well as Director Dan Sullivan and the Joint Apprentice Training Center (JATC) staff, join Local 542 members in congratulating Dan Mitchell for being nominated by Governor Wolf – and confirmed by the PA State Senate – to serve on the State Board of Crane Operators.

Dan’s nomination by the Governor was sponsored by his State Senator, Carolyn Comitta (D) of the 19th State Senate District. His nomination was confirmed by a 47-0 vote of the State Senate on April 20, 2021.

An appointment to the State Board of Crane Operators is an important step towards making sure that the IUOE will have a voice in the crane industry in Pennsylvania.

The State Crane Board regulates the practice, licensing, and registration of crane operators in the Commonwealth of Pennsylvania in order to safeguard life, health, and property.  The Board also registers trainees. 

The functions of the Board include investigating, approving (or disapproving) crane operator applications for those desiring to be licensed in Pennsylvania.

Dan currently serves as the Curriculum Coordinator for the Joint Apprentice Training Program for Operating Engineers Local 542. In this position, Dan provides curricular oversight and is a Drone Training Instructor, as well as instructing in the following areas:

  • OSHA Outreach
  • HAZWOPER
  • Forklift
  • PSM
  • Rigger Safety
  • Signalperson Safety

Dan is accredited by the National Commission for the Certification of Crane Operators (NCCCO) as a Practical Examiner for Mobile Cranes, Rigger 1 & Signalperson, as well as a member of the NCCCO Telehandler Operator Task Force. He also teaches the NCCCO prep class for written exams, and he sits on the Committee for Crane Inspector Exam Management.

In addition, Dan serves on the Material Placement Systems Subcommittee of The American Society of Mechanical Engineers, which oversees safety standards for cableways, cranes, derricks, hoists, hooks, jacks, and slings.

To show that Dan Mitchell also had bipartisan support in the State House of Representatives, Local 542 was able to secure a letter of recommendation from House Minority Appropriations Chair Matt Bradford (D) and State Representative Todd Stephens (R) of Montgomery County, supporting Dan’s appointment.

This appointment confirmation was made possible by the bipartisan political outreach efforts of Assistant Business Manager and President Jim Reilley, Business Agent Matt Toomey, and Local 542’s Harrisburg lobbyist Mike Acker of Triad Strategies.
